After switching to a different resource, the content is initially rendered close to the top of the bar, but repositions itself a second or two later to leave more of a gap at the top.

I've seen the Courses tool immediately re-render its content before (for an unrelated bug), but I believe this quirky behavior involving slightly repositioned content is new for 7.9.
For what it's worth, the content isn't (initially or finally) rendered at its "zero offset" for scrolling, as the "top" of the document can actually be slightly scrolled down a little more.
